How to get it
Moreau's Laboratory (the "Moreau's Hidden Weapon" marked treasure), ch09: use the Crank on the mechanical gate in the Windmill Yard, crawl into the West Building through the hole at the back (1 Lycan inside) and open the chest on the table. A Vârcolac shows up as you leave. If you leave it, the Duke sells it from the factory.
Verdict
A boss gun on the first run (only 14 fixed rounds); on the second, the best pick for infinite ammo.
No Magnum Ammo recipe on a first run (Recipe: Magnum Ammo only shows up in NG+, 10,000 Lei). Spend it on the Vârcolac Alfa, Uriaș, Sturm, Heisenberg and Miranda; the lab's Vârcolac drops to 2 or 3 shots to the face.
The 14 placed rounds: Luiza's Yard ×2 (barrel by the gate, after the castle); Control Platform ×1 (crate on the shack's table); Trap Chamber ×1; Riverbank Treasure House, Chamber C ×1; Stronghold Tower 2F ×2; factory, Private Passageway ×3 (Lockpick drawer) and Large Power Regulator Room ×2; Altar ×2 (SE wall, on the final return). Village of Shadows adds ×2 at Moreau's Laboratory.
Per Fandom, the real damage is double what the shop shows and it deals extra to Lycan-type enemies (not confirmed by another source).
On NG+, if you already own it, the chest pays 30,000 Lei. Mercenaries ("II" stages): it costs 20,000 Lei and its ammo refills each area. 30 Big Holes challenge: 30 magnum kills (28,000 CP).
