Opened from the inventory, once, and the contents go into the inventory:

• Recovery Set: 2 Herb, 1 First Aid Med, 1 Strong First Aid Med.
• Handgun Set: Gunpowder, Handgun Ammo and Enhanced Handgun Ammo.
• Shotgun Set: Shotgun Shells and First Aid Med.
• Action Set: 44 MAG Ammo, Flame Rounds, Solid Fuel, Gunpowder, Herb and Lock Pick.
• Chem Fluid Set: Psychostimulants, Chem Fluid and First Aid Med.
• Burner Set: Solid Fuel and Burner Fuel.

Except for the Recovery Set, quantities are unconfirmed. Whether they come back in a new save is unknown too: treat them as single-use.

Open the Recovery Set and Handgun Set early (for the Jack fights); keep the Action Set and Burner Set closed until you own the 44 MAG, the Grenade Launcher and the Burner.
