How to get it
Leon, ch13: The Commander drops it when he dies in Storage (ARK B1); loot it from the body and equip it in place of the Hatchet. After a clear it is also sold for 3,000 CP in Special Content.
Verdict
Equip it the moment you get it: a much wider parry window and more power than an un-upgraded Hatchet.
