Characters

Who is who.

Grace Ashcroft

Protagonist; FBI intelligence analyst

Chapters 1-3, 5, 6, 8, 14 and 15

Alyssa Ashcroft's daughter. An analyst at the FBI's Midwestern field office since July 2025: introverted, bookish and far from confident in a fight. She returns to Wrenwood, where her mother was killed in 2018, and Victor Gideon kidnaps her because he believes she is "the key to Elpis". She is the survival-horror half of the game: stealth, scarce resources, blood crafting, safes and Antique Coins.

Spoiler: she isn't a clone. Spencer entrusted her to Alyssa in his will: she is an ordinary adopted child.

Voice: Angela Sant'Albano (English, her first video game) and Shihori Kanjiya (Japanese).

Leon S. Kennedy

Protagonist; DSO agent

Chapters 1, 2, 4, 7, 8 (boss), 9, 10, 12, 13 and 15

A Raccoon City survivor (Resident Evil 2), now a DSO veteran sick with Raccoon City Syndrome: he coughs, has black bruises and gets worse as the game goes on. He tracks Victor from Wrenwood to ARK. He is the action half: Hatchet, parries, finishers, attaché case and Supply Boxes.

The game never states his age; if he was 21 in 1998, he is about 49. He wears a ring on his left ring finger, but nothing says he is married. He drives a Porsche Cayenne Turbo GT.

Spoiler: he reaches RCS stage 3 in ARK. With Release Elpis he is cured; with Destroy Elpis he dies.

Voice: Nick Apostolides (English, as in the RE2 and RE4 remakes) and Toshiyuki Morikawa (Japanese).

Chloe

Playable character of the 1990 flashback

Chapter 11

A girl at the Raccoon City orphanage in February 1990, shown to Grace by Zeno in a recording. Her section is pure stealth: no weapons and no items except keys. She flees the Series 60 children's massacre (The Children) and reaches ARK.

Spoiler: she is the first "Series 70" clone: she learns she was grown in a tube and gets caught.

Voice: Phie Sanderson (English).

Sherry Birkin

DSO agent; Leon's support over comms

Leon's sections and the epilogue

The girl Leon saved in Resident Evil 2, now his DSO handler. When she is ordered off the case, she refuses. She has Raccoon City Syndrome too, at stage 1 and slowed by her G-virus antibodies. She asks about Chris and Leon doesn't know where he is.

Spoiler: she is cured in the true ending.

Voice: Eden Riegel (English).

Emily

Blind girl held at the Care Center ("Subject 171")

Chapters 3, 5-8 and the epilogue

She is kept behind glass in the Isolation Ward. She solves the braille puzzle for Grace, The Girl drags her into the basement, and Grace rescues her from her doll-filled cell in chapter 5. From then on she travels with Grace: you can set her on the Guard Office couch while you finish the Care Center.

Spoiler: she is a clone Victor made from Grace's genetic records. At the water plant she bleeds out, CPR revives her and she mutates: Leon shoots her down (the Emily (Mutated) boss) while Grace begs him not to. In the true ending she survives, is cured and Grace adopts her.

Voice: Emma Rose Creaner (English).

Alyssa Ashcroft

Grace's adoptive mother; investigative journalist

Chapter 1 (flashback) and ARK recordings (14 and 15)

A playable survivor in Resident Evil Outbreak (2003). She was murdered at the Wrenwood Hotel on 19 October 2018, in front of Grace. Her journal and a disk hidden behind a painting set the story in motion.

Spoiler: the disk holds her interview with Spencer, which reveals who Grace really is.

Voice: Jane Perry (English).

Nathan Dempsy

Grace's boss at the FBI

Opening and epilogue

The Special Agent in Charge of Grace's office. He hands her the case of the body at the Wrenwood Hotel.

Voice: Richie Campbell (English).

Norman Cole

Wrenwood police officer

Chapter 1

He guards the burnt-out hotel. One of Victor's darts infects him and he becomes the shotgun zombie in the lobby: hold A to pull free of the cart and move out of the barrel every time you hear the click.

Harry Reed

Helicopter pilot

Chapter 6

Hired by The Connections and stranded on the courtyard helipad with a hurt leg. He offers to fly Grace and Emily out if Grace brings him the Helicopter Key.

Spoiler: he dies when the helicopter, overrun by infected, crashes into the cemetery.

Chris Redfield

Mentioned; never appears

True ending (message)

He isn't in the game. Sherry asks where he is and Leon doesn't know. In the true ending he sends the Hound Wolf Squad to rescue them and leaves a message for Leon. His leather jacket hangs in the S.T.A.R.S. Office with one of Barry's clues.

Umber Eyes

BSAA Hound Wolf Squad member

Chapter 15 (true ending)

From Resident Evil Village. He rescues Leon and Grace on Chris's behalf. The game's wiki gives his name as Rolando Elba.

Voice: Kane Jungbluth-Murry (English).

Oswell E. Spencer

Umbrella's founder

ARK recordings (chapters 14 and 15)

He founded Umbrella in 1968 with James Marcus and Edward Ashford and died in 2006 (Resident Evil 5). The game spells his name "Ozwell". He built ARK under Raccoon City and locked Elpis behind a password only he knew; a wrong entry makes ARK self-destruct.

Spoiler: his interview with Alyssa reveals that Grace is an ordinary child he entrusted to her, and that Elpis was his "blind hope". Patrick, his butler, holds baby Grace in the recordings.

Voice: James Clyde (English).

The 1998 veterans

R.P.D. and S.T.A.R.S. names

Chapters 10-12

They don't appear in person, but the station is full of them: Barry Burton's scavenger hunt and locker, Rebecca Chambers' photo in the book Albert Wesker checked out of the library, Jill Valentine's beret, and Leon pays his respects to Marvin Branagh and Robert Kendo. The Letters from 1998 (Deluxe Kit) are from Meryl, Marvin's daughter.

Victor Gideon

Antagonist; former Umbrella t-Virus researcher

Chapters 1-4, 6, 8, 9 and 15

A Spencer devotee who dodged the Umbrella trials, bought the Rhodes Hill Chronic Care Center and works with The Connections. He listens to classical music, kidnaps Grace because he believes she is the key to Elpis, and coined the name Raccoon City Syndrome ("Umbrella's Curse"). You face him in the motorcycle chase with the Garmrs (chapter 9) and as the final boss.

Spoiler: he carries an implanted Nemesis-γ parasite. In Release Elpis he comes back, beheads Zeno and fights Leon in 2 phases; with Destroy Elpis there is no fight. He cloned Grace believing she held Spencer's memories, and he was wrong.

Voice: Antony Byrne (English).

Zeno

High-ranking Connections agent

Chapters 8, 10, 12, 13 and 15

He has Wesker-like powers (speed, strength, regeneration) and RCS marks on his face. He takes Grace away after the water plant and, at the R.P.D., gives her his version of Elpis and of the 1998 missile strike. He wants Elpis as a mind-control weapon. In ARK he beats Leon at PANDORA, a fight you can't win.

Spoiler: in Release Elpis he injects himself first, loses his powers and Victor beheads him. In Destroy Elpis he kills Leon.

Voice: Craig Burnatowski (English).

Marie (The Girl)

Care Center stalker ("Subject 170", Shadow Ghost)

Chapters 2, 5 and 8

A mutated girl who regenerates and can't stand light. She hunts Grace by sound through the Care Center and the basement, and keeps Emily in a cell full of dolls. She can only die at the Water Treatment Plant, to sunlight.

Spoiler: she is another clone Victor made from Grace's genetic records.

Voice: Delanie Nicole Gill (English).

The Commander

Leader of The Connections' Elite Guard

Chapter 13

In ARK he is a melee boss you beat with parries, and he drops the Mortal Edge. Game8 calls him HUNK and says they share a voice actor; the game doesn't confirm it. He is often taken for the "ghost" killer on the chapter 9 BSAA bodycam, but the wiki gives that man Wesker's looks and powers, which points to Zeno (unconfirmed).

Voice: Keith Silverstein (English).

The Hooded Man

Victor's assassin in 2018

Chapter 1 (flashback)

Infected with the t-Virus, he killed the Wrenwood Hotel manager and Alyssa in front of Grace, to whom he said "Found you." He died of the wounds from Alyssa's shots; as he fell he knocked over an oil lamp, and the fire burned his body.

The Care Center's people

Named infected and executives

Chapters 2-4

Zombies keep their old habits and some have names: the Chef, Chunk (Thomas K. Jackson for Grace; Timothy B. Jackson for Leon), the two Zombie Singers and the blind patient Martin L. Case. The files name Chairman Mitchell Bennett (he ordered the "Code 6" that turned the staff), lead researcher Anthony Richardson (his office is the Lead Researcher's Office) and Jeff Gray, the dying staffer who warns Grace about Emily. The new nurse who greets Leon (chapter 2) is killed by the chainsaw doctor.

Charlotte and the Series 60

The orphanage's killer clones

Chapter 11

Children cloned in ARK's experiments who regenerate instantly, giggle and snap necks. You don't fight them: you hide (see The Children). Charlotte was born on 14 November 1982, killed by ARK researchers on 14 January 1990, and rose again that February.
