Library (R.P.D. 2F): on the floor in the northern half, by the bookshelves that no longer move (the same spot as in Resident Evil 2). It is hard to see.

Raises the 2 Main Hall shutters (1F): west (Reception) and east (East Hallway, which leads to the Zeno and Grace cutscene and ch11).

Before the east shutter, finish what is left in the station. If you miss something, in ch12 you are back in the Main Hall and can still explore the building.
