Use
Examine it in the inventory: rotate it and pull out the photo sticking out. That adds the Investigation Report file: FBI agent Kyle Eames's report on the body in the Wrenwood Hotel restroom and 4 more deaths of Raccoon City survivors, all with black bruising.
One of its photos shows an "8" on a toilet stall door. It is a Final Puzzle clue: the 8 toilet flushes (see Marie's Doll).
